The Xiph.Org Foundation does not primarily create software for the end-user. Usually, we create specifications, reference implementations, libraries, and documentation for all of the above. If you are a Windows user who wants to be able to listen to .ogg files in Windows Media Player, then this is what you want. The Xiph.org DirectShow filters support playing of files encoded with Vorbis, Speex, Theora, and/or FLAC.
Make sure to uninstall any previous versions (remove "oggcodecs" from Add/Remove Programs), and make sure Windows Media Player (or any other DirectShow application) is closed before installing.
Xiph QuickTime Components (XiphQT) is, in short, the solution for Mac and Windows users who want to use Xiph formats in any QuickTime-based application, e.g. playing Ogg Vorbis in iTunes or producing Ogg Theora with iMovie.
